Minimize Window to Taskbar Broke.

I can not figure this one out, I have a client that everytime she minimizes a
window, it does not go to the taskbar it just disapears. Does anyone have any
Idea how to fix this. I have checked display, taskbar settings and can't find
anything that is causing this.
