Taskbar problems w/XP

For some reason, the taskbar is not working in XP Home on
one user account. All other accounts are fine. But, with
this one account in particular, you can use all desktop
icons but not the taskbar. When you hover over anything,
(start button, and all icons of what is running in
background), it displays the cursor and hourglass.
However, I can't seem to find what is causing this. I can
not right click, left click or anything once in the
taskbar. Any suggestions?

Might be a Corrupt User Account. See if you can delete and recreate it.
