Taskbar moved to the top of display

First I want to thank you in advance for your answers. My problem is
this-I`m having difficulty with my taskbar moving around my display, I
had it move to the right, then the left and right now it is located at
the top of the screen, I`ve tried dragging it and the first two times
I ended up having to run system restore to get it where it belongs. I
don`t know if it is because the mouse is so sensitive, or just why
this happens, but I searched on Google and could not find how to
adjust my touchpads sensitivity. This time when I tried dragging my
taskbar down from the top, it left the taskbar where it was and moved
the page downward. I have a Dell Latitude D600, and I would appreciate
any answers on this.

Move your mouse pointer over the inside edge of the taskbar so that it changes to a
double-headed arrow. Then drag it in either direction to change the width of the taskbar.

Once in desired position - lock it
Right click on the Taskbar (empty space), click "Lock the Taskbar"
