Taskbar Hide Inactive Icons

I'm running XP home edition. I have the default settings
with the checkbox checked for hide inactive icons and
sometimes I see the right arrow and it hides the inactive
icons and sometimes no arrow, no hide.

Does anyone know why sometimes this feature works and
sometimes it doesn't?

How do you know it's not working. You only see the arrow if something is hidden.

From help
Windows displays a notification icon when an event occurs. After a short time, Windows puts the icon in the background to simplify that area

It's not working, because I have 5 icons displayed and
all are set to "hide when inactive". I see all of them
right now. And, if I go to customize and set some to
always hide, they still show up (even after I do a
restart or shutdown, power off, and turn it back on.

Click on Kelly's link, below. Click "I" and scroll down to the Icon -
Notification Area section. The procedures can be a bit dicey, but if you
employ the tips listed it should straighten itself out.
