Taskbar buttons

Taskbar in Windows (with SP2 loaded) does not display open program buttons.
Therefore the only way I can access programs that are open is through the
Task Manager. I have tired adjusting properties, unlocking toolbar and
trying to move toolbars around, but cannot display or "reveal" buttons for
open programs.
