Task "pop3 mail account" Receing reported error (0x80040125)

Users gets this error when sending/receiving email. If they shut the
computer down and try again it works fine.
 
I get this too pretty-much daily. Closing all Outlook windows then restarting
Outlook sorts it out (temporarily). Anyone know how to report an Outlook bug
to Microsoft? I've been digging round the MS Outlook site for 20 minutes
without finding a method.
 
I get this too quite regularly. Closing all Outlook windows an
restarting Outlook resolves it, and is less hassle than restartin
the computer
