task manager - no menu bar

every time i bring up windows task manager, it has no
menu bar...what do i do to bring it back the way it was

Open Task Manager and double-click anywhere on the top Window border.
Somehow, you managed to convert Task Manager to run in "Tiny Footprint Mode".

Double click the edge of the Task Manager.
