I go to right click somehting on my task bar, and it doesnt bring up a
menu... Also, when I click on an item, it doesnt automatically bring that
window to the front... ?

I would reboot first to see if it comes back after rebooting.
If you can't access the start menu just [quickly] hit WINDOWSKEY then
U then R
That will reboot.

Other people in here will give you more answers, but why not just see
if a good ole boot will fix it first?

Question: The problem is that when the Quick Launch toolbar is selected to
display on the Taskbar, none of the icons for the open windows are visible
in the Taskbar.

Solution:

Note that you'll lose all the custom toolbars that you've added to the
Taskbar.
