Task Manager is not appearing

I have Windows 2000 Professional running on my system. I am facing the below
issues

1. 'Task Manager' got disabled when I right click on the task bar. It's not
appearing at all

2. When I go to 'Start->Run->cmd', the command window is getting closed very
quickly.
And I see my system is experiencing lot of slowness. I scanned my computer
with Norton Anti virus software, but I don't find any viruses.

Can anyone, tell me how to rectify these.

This is often caused by spyware and the likes. The Task Manager can be
disabled for certain users only or it can be diasbled system wide. For
the logged on user look in the registry at:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

for all users (system wide), look at:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system

Find the Value Name: DisableTaskMgr and delete it.

Do a complete spyware scan on your machine. Two very good and free
spyware removal tools are:
