Task Manager Doesn't Start

Ctrl+Alt+Delete pulls up blank icon on start bar, and also has green grid in
the lower right hand screen. However, no Task Manager window pops up. Can
anyone please help? I run Norton Antivirus and AVG in safe mode, with system
restore in the off position. I have ZoneAlarm too.
