Table Layout and Cells is not activated when I create a new page?

When I create a new page Table Layout and Cells appears but is greyed-out and
I can't access?
 
Check Tools - Page Options - Authoring
- make sure all options are enabled

Also make sure you have a FP site open, not just a page
