FP 2003 Layout Tables

I am having trouble with FP 2003 layout tables.
1. The Layout Table templates are greyed out, I cannot enable them. The
other options appear to be working. Reveal Tags is OFF.

2. My tables seem to display differently on browsers other than IE. For
example, table cells to not retain their width, height.

Are you are editing a page that uses Shared Borders? Layout Tables and Cells
and Shared Borders appear to be mutually exclusive.

Also can not be used if View Reveal tags is turned on
