Layout tables and cells not working - greyed out

With a new install of Frontpage, I cannot get the layout tools to be
accessable. In a new website, creating a new page and then in table section
of tool bar, I click on Layout Tables and Cells, the new toolbar comes up to
right side of the page but none of the functions are useable -they're all
greyed out. What in the world am I doing wrong. I've even uninstalled and
re-installed. I've made sure the Ruler, Grid and quick tag are all on and
working. Help! I'm losing my mind! Thanks for your time

Do you have CSS enabled in Tools Page Options Authoring
- and turn off View Reveal Tags (if it is on)
