Table Heights

How do we set up Layout Tables in a Dynamic Web Template so that the
locations where content goes expand only to the size of each web page's
content?

Table will always expand to hold whatever content is inserted into them. HTML doesn't have any
method for locking table/cell sizes, therefore the value entered are minimum value only.

But then, why is there a big space (like 15 lines down) between where my
content ends and where I designated a cell for my footer?
