Frontpage template ??

I just completed a Front page tutorial. I retrieved a front page
template from http://templatespace.com/members to use in my
frontpage to build my first front page web site. Well, the templete is
like nothing I studied in the tutorial. I cant get ti the
configurations except by using HTML CODE. Can any one tell me how to
configure this template. Attached below is the source code.
