I am having a problem with the back style = transparent
setting for tab controls. In Access 2000, the
transparent setting works correctly but when I import the
app to Acces 2003 the transparent setting no longer
works. In fact, I tried creating a blank database in
Access 2003, create a form, add a tab control and set the
back style to transparent. Doesn't work.

You are correct.

Access 2003 does not respect the Transparent setting of the tab control,
when running under Windows XP with Themes enabled.

You can work around this by right-clicking your desktop, and setting the
Theme to Windows Classic.

Themes also cause other problems such as:
- unattached labels on a tab control flicker as the mouse moves over them.

- Triple-state check boxes are not distinguished visually.

- In some cases, you may not be able to distinguish a region of the screen,
select objects, or use scrollbars. The most common problems occur in the
query design window, and the Relationships window.
