Why is Access' tab transparent property not working in Vista?

I have a form I'm working on at home on vista and in the office on Xp. The
Tab Control shows gray in the office but white at home. In the office I
switched it to transparent and set the detail color to a company color. At
home it's not transparent! Also, there's no way to set the tabs background
color!

Is there a difference between these 2 machines in the Use Themed Controls
setting?

It's under:
Tools | Options | Forms/Report.
