I am running XPSP2 on my Dell desk top. The problem is When I click on systems
restore.Nothing at all happens.It doesn't even open.What can I do ?

Hi,

Try running System Restore from Safe Mode.
Restart your computer, and then press F8 during the initial startup to
start your computer in Safe Mode.

Log on to your computer with an administrator account or with an account
that has administrator credentials.
In Safe Mode type or paste the following command in the Start - Run box
then press Enter.

%systemroot%\system32\restore\rstrui.exe

Does System Restore function in Safe Mode?

If you are referring to performing a restore in Safe Mode, try again.

Re-start the computer.
Start taping the F8 repeatedly key as the system BIOS info passes by.
This should take you to the Windows Advanced Options Menu.
At the Windows Advanced Options Menu select Safe Mode and press enter.
You should see a welcome screen with an Administrator account.
Select the Administrator account.
Try running System Restore from there.
