System won't shot down!

My system won't shot down. It'll shot down and than will restart right away.
What I been doing is to turn it off once is shots down just before it starts
againg. Any help will be greatly appreciated. Thanks

Want to go through a step by step instruction on how you are shutting down.
It would help in the troubleshooting process so you can be helped out with a
more detail and efficient way.

I am sorry for not being clear. When I shot down the system I just turn off
the computer with the turn off the computer icon on the start button. That is
followed by the saving or closing of programs to the point that the system
will shot down but than right after that it will start back up on it's own. I
hope this is clear. Thanks
