System won't restart, only turn off.

Ever since I recently aquired this new computer with WinXP, clicking the
Restart button has only resulted in the computer turning off completely.
Now clicking the Restart button does nothing. Only Turn Off works.

Cause and cure suggestions will be appreciated.
