System shutting down with this error...

We received this error a couple time over the last few
months, now the system is stuck in a loop with it.
Everytime you powerup the system when it reaches the
desktop it says "This system is shutting down, this
shutdown was initated by NY Authority system." and the
system shuts down. ANY HELP??? or is this a reload?
