"System Restore" will not restore, "Software Repair Tool" missing!

I have Windows XP Home Edition (SP 3) on an Compaq Presario with a 2.93 GB
Itel Celeron Processor. The system has been running well since I purchased
it four years ago, at least that's what I thought until I clicked on the
Software Repair Tool desktop icon and learned that it was no longer there!
When I attempted to use System Restore to retrieve it, I got this message:

"SYSTEM RESTORE Restoration Incomplete Your Computer cannot be restored"

I followed the instruction to select another restore point only to receive
the same message. I even booted in "Safe Mode", with the same result.

What is my nest step?

I thank you knowledgeable experts in advance for your sage advice.

From your reply in the "Registry Cleaner" thread I gather that you use such
a cleaner and that your problem might be caused by it. Normally, when System
Restore fails to deliver then I recommend a manual System Restore as per
this link: http://support.microsoft.com/kb/307545. In your case I suspect
that this will get you nowhere because you have been running your registry
cleaner since the beginning of 2009. There would be no registry hive in
System Restore going this far back. I can see two options for you:
a) Live with the problem.
b) Back up your data, then rebuild the system.

Thank you very much for your rapid response to my question. I have created
a restore point "TEST" for today's date and will attempt a return to that
point in a few days to learn if if, at least, System Restore is working. I
will also continue to save my files to a flash drive more frequently. I have
never used my Software Repair Utility, which is probably why Ccleaner removed
it as an "Unused Program". I will also promise never to use Ccleaner or any
other registry cleaning device that did not come with what was loaded on the
PC when I purchased it.
