System Restore denied

The only active user profile on my computer is Owner/System Administrator,
yet XP says I don't have enough security priveliges to restore my system. It
says to log off and on again, but this makes no difference. I'm not that keen
on formatting the hard drive and reinstalling everything again - I did that
only recently. Any ideas?
 
Do a repair install and the only needed reinstall after that would be the
critical updates, barring anything going wrong.
