Access Denied error

Windows XP Home, McAfee security, both updated to current. I want to make
changes to System Configuration Utility (MSCONFIG). One user account that
indicates "Administrator." Everytime I get the Access Denied error, I need
to log on as Windows Administrator to make changes. I have tried turning off
McAfee, I have deleted all software for HP 2200 printer. I have even tried
to modify REGEDIT as various people have suggested. NO LUCK.

Also system restore no longer is creating restore points.

ANY help would be very much appriciated

To save you of logging off and logging in as an Administrator you can
use the runas command from the run dialog box - e.g.
"runas /user:Administrator cmd" without the quotes for a command prompt
or "runas /user:Administrator
C:\windows\pchealth\helpctr\binaries\msconfig" for msconfig.

For the system restore issue you can check to see if the service is
turned off. To do this you can type services.msc from the run dialog box
or net start from the command line. net start shows a list of services
that have been started.
