System making heavy load (win xp pro SP2)

System usual takes 50-99% (as I can see this is maximal value in task
manager) (in most cases 99%). In time when its takes so much time of my
processor, system doing totally nothing. This happens every boot, and this
lasting about 75-90% time of running Windows XP Professional.
I running on machine like this:

PSU:
350W (I do not remember model, but this is good and stable PSU, and I do
not want disassemble computer once again)
CPU:
AMD Athlon 850 Slot A (core: thunderbird) NEVER OVER CLOCKED

Motherboard:
MSI 6167 (rev. 10B not 100) BIOS Version 1.6 NOT MODDED (even if
it look like modded (it have changed logo))

Chipset:
North bridge: AMD 751, South bridge: AMD 756

RAM:
640MiB SDRAM 133 CAS3
(exact timings: 3-3-3-6 CL-RCD-RP-RAS as I code it to BIOS)

Graphics Card:
3dfx VooDoo4 4500
(Over clocked from 166MHz to 175MHz (RAM and GPU) - this is save
clocking, as I read in datasheets)

I have very good ventilated computer and I changed all radiators (I have
bigger on CPU with two 5cm FAN instead of one 5cm FAN; bigger on North Bridge
without FAN (originally there is no FAN); I mounted radiator (originally
mounted on North Bridge) on South Bridge; all radiators are POLISHED!) and
mounted 4 8cm FAN in case (two in front (air flowing trough hard drives), and
two in rear side
of case (behind CPU)), I have also 12cm FAN in power supply (FAN mounted in
bottom side of power supply), then this fan taking warm air from CPU. With
this configuration temperature in case do not exceed 21 degree C.
