System hangs. Unable to reformat

My computer still works... it resumes after experiencing one of these snags
(which are about 2 min long), but it's just really irritating. Any
application that I try to open up during this time gets opened after the snag
has passed. I've tried to reformat but XP doesn't allow it. It thinks that
I don't know what I'm doing and tries to protect me by offering alternatives
like restoring from a certain restore point instead. This is what I try
entering at the command prompt:

1. format c:
2. Monkey [my volume label]
3. y [to proceeding with format]
4. y [Get the message that the volume is in use by another process. Would
I like to force a dismount?]
5. Get the message "Cannot lock the drive. The volume is still in use."

When I try to boot from the restore cd I get the error message:

"Option to upgrade will not be available at this time because Setup was
unable to load the file D:\ i386\ winntupg\ netupgrd.dll. The system cannot
find the file specified."

How can Microsoft make garbage software like this (which so many people rely
on) and still have their operating sysem be the most popular on the market??
Shouldn't all the glitches be eliminated by now? 3.1 > 95 > 98 > ME / 2000 >
XP ... come on! Things don't seem to be getting better, only worse.

You can't format the drive Windows is loaded onto from inside Windows
The setup error may be resolved if you search for the error in Microsoft.com

So I have to create a partition, load another copy of Windows onto it, and
then (optionally) delete the existing Windows. Is that the process?

This doesn't always happen right after I turn my laptop on; it can occur
after hours of it being on. If I go to Microsoft.com, where do I begin to
look and what exactly for?

No, you can format from the CD. You can't format the drive on which
Windows is installed while running Windows. It's equivalent to trying to
sawe off the branch that you are sitting on.

To search the Microsoft site type in www.microsoft.com into a browser.
When the site comes up type your search keywords into the search box. :cool:
