System File List used in Safe Mode

Is there a system file list used for Safe Mode?
I got a blue screen with the following message:
SESSION3_INITIALIZATION_FAILED …
STOP: 0x0000006F (0xC0000130, 0x00000000, 0x00000000)...
It seems a system file corrupted. Re-boot in Safe Mode is working.
I want to try in recovery consloe to copy system files except all system
files using in Safe Mode, to fix the problem.
Any idea or suggestion?

If your machine boots fine in Safe Mode and crashes in Normal Mode then this
is in most cases caused by something you're loading in Normal Mode only.
Your task is to find the culprit. You can do it like so:
1. Physically disconnect your machine from the Internet.
2. Boot it into Safe Mode. Log on as Administrator.
3. Run msconfig.exe via the Start / Run box.
4. Disable each and every task under the Startup tab.
5. Tick the box under the Services tab thad hides all Microsoft services.
6. Disable the remaining services.
7. Boot normally.

If this solves the problem then you have to work out by process of
elimination which task or service causes the crash. Do not restore your
Internet connection unless your virus scanner and firewall are operational.

A good suggestion.
I tried: Safe mode + network worked fine, in Services tab page, there are
more 10 services in Running status, I disabled all other services, boot with
normal mode, got same blue screen.
In this case, in the General tab page, Selective Startup radio button was
selected, followed by Process SYSTEM.INI file and Process WIN.INI file were
selected, and Load system services and Load Startup Items were NOT selected,
and using Original BOOT.INI was selected.
Since some system file might be corupted, may disable Process SYSTEM.INI
file, or disable some of items in SYSTEM.INI tab? Is any big risk there?

Since both system.ini and win.ini are legacy files, it is unlikely that
either of them would prevent the machine from booting up. However, if you
want to play it really safe then you could temporarily rename them to
system.xxx and win.xxx. You will find them in the folder c:\Windows. If
things should go bad then you could restore them even without Windows
booting up.

A much better way would be to boot into Safe Mode and select a System
Restore point well before your current problems started.
