System Error Class Does Not Exist

I'm trying to start up a program and keep getting the message
"System Error &H80070583 (-2147023485). Class Does Not Exist"
Any ideas what's wrong? I'm running XP

What program? If it is third-party software, check their website for
tech support and FAQ's.

It's a third party custom application. Don't know who created it. It's
being sent around for evaluation.

OK I can do that. But, in general terms, what does this mean System Error
Class Does Not Exist
