SYSTEM CRASH!

I AM HAVING PROBLEMS TRYING TO REINSTALL WINDOWS, I HAVE DONE IT BEFORE ON MY
SYSTEM BUT NOW I AM TOTALLY UNABLE TO CHANGE THE BOOT SEQUENCE AS IT WONT LET
ME DO ANYTHING IN THE BIOS, I AM UNABLE TO DO ANYTHING WITH THE COMPUTER AS
IT WONT START UP EVEN IN SAFE MODE.
IS THERE ANY OTHER WAY I CAN CHANGE THIS SO I CAN GET THE SYSTEM TO BOOT
FROM CD ROM SO I CAN USE THE DISC TO REINSALL WINDOWS?

Ouch! Please don't yell at us. We can hear you if you type normally, in
mixed case.

Please help us to help you. What does "IT WONT LET ME DO ANYTHING IN THE
BIOS" mean? What happens when you try? If you get an error message, please
quote it verbatim.

If you can get into the Bios what's the difficulty choosing your cdrom as
first boot device?

when i go into the bios and try to change the boot sequence, none of the
areas are highlighted allowing me to change it, when i try to change any
values i.e the function keys, nothing happens. thanks for the promt replies,
we are very grateful of all assistance received.

When I try to start the pc, it asks how I want to start as it did not start
successfully and gives me the options to start in safe mode and safe mode
with networking etc, no matter what is selected it gets to a certain point
and then shuts down completely,
Hence the reason why we are trying to reinstall Windows. many thanks to all.

Has any Security Features been turned on in the BIOS to prevent changes?
Check for Administrative, or lock out, ...
What type of system is this? Dell, Gateway?
