When in System Configuration Utility, startup, can I
remove startup programs like in Win98 and if so, how can I
tell what to leave and what can I remove?

Windows XP does not require any program for startup. Everything is your
choice. The very recommended ones which needs to run at startup are:

1. Firewall program
2. Anti-virus and anti-spyware utilities if any.
3. Keyboard software or related for hotkey functionality (this one is
optional as well)
4. Software provided by your Internet Service Provider (for Internet
Connectivity)

You can disable any other entries; and start them manually whenever you want
them.
