Dell dimesion 8200 desktop was very slow at starup. removed some startup
items in system configuration utility. after reboot got message RUNDLL
specified module could not be found. i restored deleted items in system
configuration utility, but still got same message. computer starts up with
lot more icons in tray and programs opening automatically that did not
previously.

i tried to system restore using automatic checkpoints for various dates.
each time computer rebooted, but got message that restoration was incomplete
and computer could not be restored to specified date and checkpoint.

so why you doing this weed out procedure then?.
What happen if you use the msconfig to eliminate the Rundll issue from
starting up and then look in the Event viewer for error message and post them
here?.
Run the System File Checker (sfc).
HTH.
