system administrator

I have two home office computers. One in XP and the other
in Win98. Often I get an error message something
like, "access denied. Contact your system
administrator." I am the sys admin. How do I gain access
the sys admin controls?

I seem to have the same problem in XP. When I check my
user name it is set up for sys admin, but when I try to
update things like NAV it will not because it says I am
not the admin.
