Disable system restore.
Then delete the restore points manually. (C:\System Volume Information)
Reboot the computer and Enable system restore.
You will lose all your old restore points but Windows will create a new one
and Restore should work once again.
Why were you trying to do a system restore?
Since restore isn't going to work maybe we can find something else that
will.
