sysedit command problem

I am not sure if this is the correct forum to ask this question, but when I
type "sysedit" into the run command box, I get a message saying that the
configuration editor could not open autoexec.bat or config.sys files. I
recall that I used to be able to access these files and I am wondering why I
now can't. Is this a problem or simply a change with a windows update?
