Sync Private and Public contacts

I've been given a task to try and figure out a way to
automatically sync a users Outlook contacts to an
Exchange public contact folder. We're using 1 Exchange
2000 server and the end-user that wants to sync is using
Outlook 2003.
I have found a product that sounds like it will work -
ContactXchange. Is there a built-in way to do this or is
a third-party solution the only way?

There is no built-in feature to do this.
