Switching users in XP - Outlook 2003 trys to reinstall

A friend of mine added a new user to his XP system. His daughter is now a
user. When she logs onto the computer and trys to use outlook 2003, Microsoft
Office trys to reinstall.

Is this a permission thing that you deal with in the control panel or is
something that has to be done to outlook so it will work under both users?
