Operating System on Laptop?
Other users have been created on the laptop?
The laptop is not a member of a domain (work, etc) is it?

On both computers check in Control Panel - User Accounts for any
differences in the settings between them. The desktop probably has
"use fast user switching" and the laptop is likely set for "use the
Welcome screen".

Good luck
