Fast switch to another user

I try to switch to another user, but nothing happen.
I try to change options "user fast user switching" in "Control Panel - User
Accounts", but conditions do not apply.
I change services to "manual" for fast swith account, but nothing!
I use windows XP SP2.
Please help me

Make sure that Terminal Services is not disabled.

I use this reply for a new question becuse the NEW button do not work!

Today I have installed IE7 SP2.
1) I cannot download anythings because the definition of "protections" do
not allow it
2) all script/activX are blocked
3) clicking on "+" to open question/reply in newsgroup do not work (msg is
"error in showing page"). If I click 2 times a new window opens with
question/reply.

I use FIREFOX without problems.
Now I'm using IE6 to write this message.

I use windows XP SP2. Winfows FIrewall, AVAST antivirus.
Please help me sending this message to right one supporter.
