Fast User Switching

I wanted to be able to use Fast User and not get logged off completely when
someone else uses the computer. I tried going to the Control Panel and then
to User Accounts and then to the log on/off options and clicked the box for
Fast User Switching and then clicked Apply Options... then I tried to switch
users but nothing happened. The Welcome Menu didn't pop up, nothing happened!
Please help!
