SwitchBoard Manager won't open

I have a database In which i need to change the switchboard. When i try to
open the switchboard manager all I get is and error message saying ActiveX
componant can't create object. I've looked just about everywhere for help and
havne't found anything remotely close to my problem. Anyone have any clue?
