Swiching Keyboard command routes?

I'm using XP Pro (and am posting this here since I read that each problem
has to be a new thread....sorry folks).

In 98, ME versions, kerneltoys.exe contained a file which, when installed,
allowed the
user to switch 4 particular keys so that (for example) the LEFT CTRL key,
when pressed, acted
as the caps lock key, and the caps lock key perfo0rmed the function of the
LEFT CTRL key when pressed.

Since I'm affected by a particular problem with my spine/nerves, I'm forever
switching into all caps when I type because when I type the a-key I also hit
the caps lock key, and the filke from kerneltoys was a tremendous feature.
Is there any way to reroute the commands these two keys receive when pressed
in XP PRO?
