Swapping 2 licensed versions of XP home and XP pro

How do I get authorization to switch my licensed version of
XP Professional (OEM) on my laptop and my store bought copy
of XP Home that is activated on my desktop?

I have searched the site for a number to call to request
the change but cannot find one.

If you mean you want to put pro from the laptop onto the desktop and home
from the desktop onto the laptop, you cannot do this. Your oem xp pro is
tied to the first motherboard/computer it is installed on and cannot be
transfered. It may also be locked to the bios of the laptop. This is one
reason why oem software is cheaper. You could transfer the home to the
laptop since its a retail version, but you will most likely run into driver
probs as laptop are proprietary and usually get drivers installed at the
factory. And you also void your warranty and support for the laptop from the
oem. If your goal is to have xp pro on the desktop computer also and all you
have is an oem xp pro, then you'll need to purchase the xp pro upgrade to
change home to pro.
 
MS won't let you do that. It violates the EULA,
unfortunately. OEM versions are "tied" to their original
hardware, in perpetuity. You are allowed to upgrade the
laptop, however.
 
PS: I was referring to upgrading the laptop's hardware.
The motherboard may be the exception.

the desktop machine because it will check what machine it is. If it's not
the laptop it expected, it will refuse.
 
It is against the eula. The laptop is an oem install of xp and the oem xp
has a different license. Oem versions cannot be transfered to another
computer.

You cannot. OEM versions must be sold with a piece of hardware
(normally a motherboard or hard drive, if not an entire PC, although
Microsoft has greatly relaxed the hardware criteria for WinXP) and are
_permanently_ bound to the first PC on which they are installed. An
OEM license, once installed, is not legally transferable to another
computer under any circumstances.

Sorry, but it *is* against the EULA. The version on the laptop is
an OEM one, and an OEM version is permanently tied by the EULA to
the first computer it's installed on. It can never be moved to
another computer.

The licensing is such that an OEM one may *not* be moved to any other
machine - it is licensed solely to the one where it is first installed.

In any case one on a laptop is liable to be significantly customised to
that hardware
