XP pro license version offered on WGA failure?

I've read that Microsoft offered a cheaper version of XP pro license on XP
pro machines that failed WGA authentication for $150. My question is, what
type of license being offered? Is it OEM license (tied to 1 PC) or a full
retail license? Anybody knows?

So, is it a full retail license then? Can anybody confirm this?
