Suggestion for access software

Can anyone suggest any good programs for access to the internet for 1
pc on my network during a given timeframe?

I want to block internet access on my kids pc on the weekdays from a
certain time to a certain time. As well as as websites, I obviously
would like to block aim, yahoo messenger, etc.

Also, what is a good software title for logging websites visited,
applications run locally, etc on a given pc?
