Styles don't appear in available style list? (Office 2003)

I have a document that has some footnotes in Footnote Text style. (i.e.,
"Footnote Text" is displayed in the "Formatting of selected text" field when
I select one of those footnotes). Some footnotes are in a different style, so
I want to apply that style to them. I can't, though, because the Footnote
Text style doesn't appear as an option in the Styles and Formatting Pane OR
in the styles dropdown in the toolbar. In the Style Pane, I've tried all the
"show" options (All Styles, Available Styles, Formatting in Use, Available
Formatting) and Footnote Text is never in the list.

How can I get a style in a document to appear as available in the Style Pane?

"All Styles" is a terrible misnomer; as you've found, it doesn't include
*all* styles. You have two options:

1. At the bottom of the Styles and Formatting task pane, choose Custom. In
the Format Settings dialog, select "All styles," and put a check beside
Footnote Text. It will then be displayed in that list.

2. Press Shift while clicking the down arrow beside the Style box on the
Formatting toolbar, which will force the style list to show all styles (by
default, it shows Styles in Use).

The latter will work if you just want to apply a style; if you need to
modify it, you'll need to have it in the Styles and Formatting task pane, or
you may be able to right-click in the paragraph and choose Modify.

You can always type the named of the style you want into the dropdown Style
formatting box if a style does not show up on the list. Select the footnote
text, Press Ctrl+Shift+S, and type Footnote Text into the box.

As to why it doesn't show up... in the Styles and Formatting pane, drop down
the Show: control and choose Custom. With Category set to All Styles (click
Show All button if needed), make sure that there is a checkmark next to
Footnote Text in the Styles to be visible: list.
