There is really no way for anyone here to tell you exactly where the
sound is coming from since we can't see your computer. Go to Control
Panel and double-click on the Sounds and Audio Devices applet, and from
there click on the Sounds tab. Disable all system event sounds and see
if that changes things. If you still get the "foghorn", then you know
it isn't coming from Windows. That leaves third-party software.
Consider Instant Messenging clients, browser add-ons or browsers from
your ISP (like AOL), popup stoppers, etc. You're going to have to
Sherlock this in a deductive manner.
