Strange Internet Problem

I am trying to help a friend fix a strange internet problem. The
problem is that although his network connection works, he can't browse
the internet. The story he told me is that he was trying to upgrade
his IE to IE7, but he didn't complete the upgrade. Instead, for some
reason, he stopped it, and then when he couldn't browse, he tried to
revert his windows to some earlier state.

As it stands now, his network adapter works. It sees his router, and
gets assigned an IP address via DHCP. When I use the windows network
troubleshooter, it says the network is fine. But no network services
work. I can't browse with IE, I can't ping. I downloaded IE7 and
completed that installation, but it didn't help.

I figure some DLL or other file is missing, but I don't know how to
figure it out.

I tried ipconfig /all. Everything appeared fine. An IP address was
assigned. DNS servers were assigned. It looked normal.

I tried chkdsk /r. It took quite a long time to finish, and didn't
report any errors. When the scan was complete, I still couldn't browse
the internet.

I tried sfc /scannow, thinking that perhaps a dll or other important
file had been damaged or was missing. It didn't report any problems,
and it didn't fix the browsing issue.

I tried going back to 6 or 7 different restore points using System
Restore. Windows reported in every case that it couldn't use any of
the restore points, and had changed no files. So that didn't help.

I tried uninstalling the drivers for the network adapter, letting the
found new hardware wizard reinstall them. That didn't help.

Still, I know that in some ways the network is working. The PC
successfully reaches out to the DHCP server and gets an IP address and
DNS addresses. Even though my pings don't work, the PC is successfully
retrieving DNS info (so that when I ping www.windows.com, for example,
ping shows me the IP address, even though the ping fails).

Yet for some reason, browsing the web doesn't work, and I can't ping.

I thought about booting with the Windows XP install disk, and then
trying to repair the windows installation. But I decided that running
the sfc /scannow command could check for missing or damaged files just
as well (if that is wrong, someone please let me know).

Any ideas about something else that I can try?

You've done a lot of good troubleshooting already. Assuming that the
computer has Windows XP Service Pack 2, type this line at a command
prompt, then reboot. I've seen it fix a lot of Internet access
problems:

netsh winsock reset catalog
