Strange Internet Explorer problem IE i.e.

When opening any web page I get an error cannot find search page. The below
message also appears on the task bar:
res://C:\WINDOWS\system32\shdoclc.dll/dnserror.htm

The crazy thing is that if I open Windows Explorer and put a web page URL in
the address bar (i.e. www.google.com) IE will open and work from then on
while that session is kept open. If I close IE and try executing IE again I
get the above error again.

I have tried:
running sfc /scannow
reinstalling IE from the ie.inf file
reinstalling XP SP2
running from command line ipconfig /flushdns (because of the task bar
dnserror.html referenced above)

Nothing has helped. Any help would be greatly appreciated!

My best guess is that is some kind of failed browser hijack, best bet,
try another intenret browser.

But you say that you reinstalled windows, did you format the hard
drive?
If so i would suspect some kind of wired hardware error, most likly on
the network device (be it modem, router or what ever)
