stoping pop ups

When I close a window, such as my computer or control panel, there is a blank
page window that opens up everytime. How can I make this annoying thing stop?
 
I've been getting a blank pop-up every once in a while that can only be
closed by going through the task manager (ctrl+alt+del). Is that the same
thing you're getting? It's very annoying and I'd love to know how to stop it.
