Stop Error starting in Safe Mode

Win2000 starts normally, without difficulties, but trying to start in Safe
Mode i receive a Stop Error:
STOP: 0x00000000A (0xEB919354,0x000000EF,0x00000001,0x80463059)
IRQL_NOT_LESS_OR_EQUAL
Address 80463059 base at 80400000, Date Stamp 41773335-ntoskrnl.exe
Also whenhaving to restart, on a dialog "Do you want to restart your
computer now" a black screen with blinking cursor shows - pressing the
restart button starts the computer normally.
I believe it points to a driver, tried several things, but cannot locate the
troublemaker. I appreciate if anybody out there would be able to help
